The doers

The goal is precisely defined: to understand what fleets really need and then to make the best result possible. But while the goal is crystal clear, the tasks that the global tender team at Volkswagen Group Fleet International have to master every day are just as varied. Some invitations to tender even take the fleet professionals to the other end of the world.

An email with the subject line “Global Tender” – and the machine immediately reaches operating temperature: When a corporate customer wants to procure an international vehicle fleet, it’s a race against time for the four-person tender team in the internal sales department at Volkswagen Group Fleet International. In most cases, there are only a few weeks to review and consolidate the requirements of global fleet customers, which can be highly complex, and ultimately to submit a quality-assured offer. “We handle more than 150 fleet requests every year, 30% of which are fleet tenders,” says long-standing coordinator Joanna Semmler, adding: “And none of them are alike.“

These enquiries are no longer just about models, prices and markets. “These days, the actual submission of tenders often accounts for only 50% of the work involved,“ explains team member Michael Schaper. Many decision-makers demand integrated, sophisticated financing models, detailed ESG documentation, comprehensive CO₂ reports, or have questions about connectivity solutions and charging infrastructure strategies. “Meanwhile, others need our support in order to provide information that is as accurate as possible. For this reason, we provide very intensive advice in advance and recommend, for example, that certain criteria be included in the tender,” the expert in tenders adds. In each case, the team has to be able to grasp what the customer wants: which vehicles, what quantities, in which markets, and with what additional requirements – be they technical, commercial or regulatory?

Internationality – it’s part of everyday life

The success of the tender team is based on a principle that’s as simple as it is effective: global management, local implementation. “We act as the interface between international fleet customers on the one hand and national group sales companies or importers on the other,” says team member Patrizia Albers. The team in Germany analyses, coordinates and consolidates across time zones, languages and corporate brands. “This sometimes takes us to familiar markets such as North America or Japan, but sometimes also to more unusual regions – such as, Kazakhstan or Trinidad and Tobago,” adds expert in tenders Patrizia Albers.

The feedback from the Group marks the start of what one could call the second essential part of the tendering process: The replies of local partners have to be interpreted, validated and also scrutinised. Is the charging capacity offered by an electric vehicle suitable for the target market? Is the price within the strategic corridor? This is where years of experience comes into play. “We read between the lines of the customer’s tender to understand what they mean. And we know who to ask within the Group for reliable answers to specific questions,” says Joanna Semmler. If it’s a technical matter, they call in the experts from the individual vehicle brands. If it’s political, they contact the legal department of the Volkswagen Group.

This combination of detective-like intuition, diplomatic skills in dealing with the global partner network and a deep understanding of processes is the decisive competitive advantage. “Ultimately,” Michael Schaper stresses, “everything contributes to ensuring that the customer receives the best possible offer for their needs.” Team member Ole Parnack can confirm: “The first point of contact for major fleet customers are our colleagues from the key account team in the respective country. However, if a customer contacts us directly, we will of course assist them as well. For example, I recently received a call from a customer in Spain who was looking for specific vehicles for his German locations and knew that I also serve the German market. Through my main support partner in Germany, I was able to organise the vehicles for him in no time at all!”

Experience is the decisive factor – and (still) replaces any AI

Of course, the tender team at Volkswagen Group Fleet International is also looking closely at the potential of AI and automation. But in real day-to-day business, these technologies still have a long way to go: “At the minute, an AI gives us the right answers maybe 40% of the time.” The team experts say it has a lot to learn before it can maybe reach their level of precision at some point. After all, every tender is also relationship building – with customers, key account management and importers. It is therefore more about one’s inner compass: “You just have to know when to ask, when to escalate and when to simply deliver.”
